The CAL FIRE program is busier than ever, because fire season doesn’t slow down for global pandemics or other human concerns.

“As of July 1st, we’ve had more than 3,480 fires in California that have burned nearly 25,000 acres,” said Jeff Cavarra, CAL FIRE program director. “Overall, we have flown more than 3640 hours this year – an increase of 918 hours over the same period in 2019.”

CEO George Krivo was on site last week touring the aviation program. He rotated between two locations: the main base at McClellan and the Grass Valley Air Attack Base in California. During his visit, George flew in an S-2T Air Tanker aircraft delivery flight with DI Lead Air Tanker Pilot Brad Baker – including a water drop in the practice jettison area, and he took a return flight in one of the DI-owned Cessna 206T aircraft piloted by Maintenance Support Pilot Daemon Edwards.

“Thanks to Jeff Cavarra and the CAL FIRE team for hosting me last week. I could not be more pleased with the leadership, teamwork and professionalism I experienced,” said Krivo. “The entire team is simply spectacular.”

CAL FIRE is growing to keep up with the increased demand. “We are sending out more mechanics to the field in support of the CAL FIRE fixed wing and recently acquired S-70i CAL FireHawks,” added Cavarra. “Our pilot training program brought on eight new pilots this year and our air tanker pilot training program has already graduated one pilot this year, with another two expected to complete training next week.”

At McClellan, Krivo toured the DI-leased hangar that houses the DI FAA Repair Station and depot facility for DI’s USFS Sherpa Maintenance Program. He also checked out DI’s ongoing work on the S-70i helicopters and U.S. Coast Guard C-130 aircraft that will be transferred to CAL FIRE after installation of the retardant tank. George visited with employees including Chief of Aviation Dennis Brown, Director of Maintenance Marty Buno, Rotor Wing Program Manager Antonio Agosto, Battalion Chief David Krusssow, Tactical Air Operations Chief Jake Sholund, DI Air Tanker Pilots Colin Rogers and Jeff Reynolds, DI Air Tactical Pilot Adam Roberts, DI Base Mechanic Edward LaManna, and DI Lead C-130 Air Tanker Pilot Bryan Baker.

“I enjoyed showing Mr. Krivo the work we’re doing for the State of California,” said Cavarra. “I’m proud of this team and the hard work they do, and he clearly appreciated their work as well.”

On April 15, Vice Chief Admiral Charlie Ray of the United States Coast Guard (USCG) and Captain Randy Hartnett, Commander of the Coast Guard Aircraft Logistic Center at Elizabeth City, North Carolina, paid a visit to the DynCorp International (DI) team on the base.

“The visit shined a light on DI and how we have been supporting the Coast Guard during COVID-19,” said Jeff Berry, DI’s site lead at Elizabeth City after meeting with Commandant Ray.

At USCG Air Station Elizabeth City, DynCorp International provides Progressive Structural Inspections (PSI) and Depot Level Maintenance (DLM) for C-130H and C-130J aircraft at the Aircraft Logistic Center. The C-130H and C-130J aircraft are the USCG’s Long Range Surveillance (LRS) aircraft providing critical search and rescue, law enforcement, logistics, and marine environmental protection response to the United States.

While visiting with the DI team, the Command touted DI’s impressive response to COVID-19 and praised the team for the continued support of the C-130 Overhaul Production Line. Due to the corrosive environment in which USCG aircraft operate, overhauls and inspections are crucial. Captain Hartnett noted that DI’s processes and ability to continue our efforts uninterrupted enabled critical Coast Guard missions to continue.

“I’m proud of the team at Elizabeth City,” said Christine Peyton, senior program director. “They continue to strive for excellence and are keeping the momentum steady during these unprecedented circumstances.”

Congratulations to the entire E-City team. Well done!

DynCorp International Supports Executive Airlift Mission During COVID-19

At Joint Base Andrews (JBA) in Maryland, the Air Force’s Executive Airlift fleet of the 89th Airlift Wing (AW) provides airlift support worldwide for our nation’s leaders, including the vice president, Cabinet officials, members of Congress, and senior civilian, military, and foreign leaders. And how does a 24/7, no fail, high expectation mission thrive under the burden of COVID-19? Answer: with a little help from its service provider of 19 years.

DynCorp International (DI), a 70-plus year aviation and logistics services provider, performs fixed-wing aircraft maintenance and back shop support to the Executive Airlift fleet. DI ensures the safe and timely transportation of 89 AW customers worldwide, and the 89 AW relies on these services to provide world-class airlift.

In March, coronavirus exposure reduction plans were formulated. DI’s Executive Airlift and 89 AW teams collaborated to establish these plans and protect the maintainers, operators, and passengers while simultaneously managing the flying mission.

“When the coronavirus was first declared a pandemic, we experienced a temporary decrease in flights, which allowed the team to negate any flight discrepancies or delays while working with equipment manufacturers and the Air Force to develop a plan for protecting both the customer and workforce,” said David Christner, DI Executive Airlift director of maintenance.

“Not only do we maintain the aircraft, we also manage the stocks and supplies,” added Christner. “Many standard disinfectant products cannot be used on our aircraft and our current suppliers were experiencing shortages, so before our supplies were depleted, we had to research product ingredients to find alternatives that were both available and effective.”

In partnership with 89 AW, the Executive Airlift team developed COVID kits for each aircraft—mainly disinfectants, masks, gloves, and plastic suits—to be used if the crew was faced with a COVID situation off-station, all while keeping passengers isolated and areas sanitized between flights.

Initially, the base was unable to procure masks, so DI made 1,500 of them for JBA, thanks to the efforts of the Survival Equipment team, Maintenance Branch members and Back Shop Support personnel.

“They did a great job,” said Dennis Clothier, Executive Airlift operations manager. “We’ve issued four masks per person so everyone will have several masks to alternate. Assigned personnel are required to wear a face covering unless it interferes with better PPE or presents a safety hazard.”

“It is everybody’s responsibility to enforce and challenge people who do not wear their face covering while at work,” continued Clothier. “We are fostering protective behaviors, like the masks and other protection requirements, so they will become ingrained safety habits.”

To protect the workforce by reducing exposure opportunities, the program split their flight line and back shop maintainer workforce into A and B shifts, with the last 30 minutes of each shift being devoted to extra disinfectant procedures in shared areas. Employees follow a frequent and thorough hand-washing regiment upon arrival, departure, and during the shift. Hand sanitizer units were installed throughout the maintenance complex. There is no physical contact between shifts; turnover reporting is done via telephone or notes. A sign-in system was created to manage COVID specific contact tracing. Anyone entering an aircraft—maintainers, aircrews, and passengers—annotate their date and time of entry into an aircraft log.

“I provide two separate daily COVID-19 reports to the Wing and DI leadership,” said Ops manager Clothier. “All 89 AW units are required to submit daily SITREPs on COVID-19 impacts to operations, training, or mission effectiveness. We also submit a Daily Corona Report to our corporate headquarters.”

“We have a 14-day quarantine requirement for potential exposure and sign-in logs at the base for contact tracing,” added Clothier. “While splitting the workforce into an A and B shift reduced the amount of personnel available at any given time, it certainly has been effective at reducing exposure. So far, out of 300 assigned personnel we’ve only had one that tested positive for COVID-19 while off-duty, and we took quick action to ensure there was no opportunity to transmit the virus to a colleague.”

“DynCorp International has a stay-at-home policy we’ve used several times,” said Craig A. O’Neal, Executive Airlift program manager. “The policy requires employees to immediately inform HR or their immediate supervisor and not report to work if they have any symptoms, have tested positive, or been in close contact with someone who has tested positive.”

“The Environmental, Health, and Safety (EHS) manager has been on top of response procedure development and COVID-19 publications,” continued O’Neal. To protect the flight line and passengers, a pre- and post-flight sanitation process was collectively developed for all aircraft missions along with a “hot” arrival procedure at JBA, meaning an aircraft with a symptomatic, or positive-tested, or confirmed contact with a symptomatic or positive-tested COVID-19 occupant on board. If it’s “hot,” the aircraft is parked and DI personnel line up the required number of ionizer machines outside the aircraft for one crew member to carry on board and activate. The aircraft is then ventilated for a minimum of 72 hours before a DI team member enters to manually sanitize the aircraft.

Clothier commented, “We are extremely proud of the fact that we have been able to successfully manage this situation, protect our workforce, and customers with little or no impact on the mission.”

“The operations tempo will absolutely increase for election season,” said Clothier. “The protection procedures we have implemented these past several months have ingrained a safety culture of compliance here that will drive our success moving forward.”

On the Peshmerga Multi-Platform Vehicle Program (MPVP), DynCorp International provides maintenance, logistics and on-the-job training for the Peshmerga military on multiple types of vehicles in Erbil, Iraqi (Kurdistan). It is a knowledge transfer program designed to increase the Peshmerga maintenance personnel’s ability to perform vehicle maintenance and repairs.

“Since the coronavirus pandemic began, we’ve implemented several measures to keep our workforce and customers safe and reduce exposure,” said Quentin Harvey, MPV program manager. “The MPVP team has been following all DI safety protocols as well as the Kurdistan Regional Government (KRG) and the U.S. Consulate Erbil.”

“DI personnel have been restricted to the Life Support Areas (LSA) when not at the base work site in accordance with local guidelines,” said Dan Breedlove, site manager. “The LSA has been great – staff are courteous and helpful; the buffet updated to accommodate western tastes; transport provided to the Swedish hospital when needed; COVID-19 status update reports provided daily; and the gym recently reopened to DI personnel only.”

Upon entering the LSA, all personnel undergo a temperature check and hand sanitizer dispensation. All rooms receive a routinely scheduled disinfectant process. Common areas have been altered to adhere to social distancing recommendations, such as limiting points of entry, closure of the facility gym to other patrons, and removing or spacing out tables per the KRG Ministry of Health.

The security escort service, VSC Security Solutions, provides escort and security services shuttling DI employees and others from the LSA to the work site. Vehicle occupants observe all safety guidelines including mask wearing.

“DI works closely with the staff at our main medical facility in Erbil, the Swedish Specialist Hospital,” added Breedlove. “The Swedish Hospital will provide transportation of possible COVID-19 infected persons from the LSA to one of the two treatment hospitals designated by the KRG Ministry of Health to house all coronavirus patients.”

“The Peshmerga authority is extremely happy with the progress and outcome of the program,” said Breedlove. “DI has received much needed repair parts enabling us to restore the Peshmerga’s wheel vehicle fleets to include heavy engineer and material handling equipment. Our work contributes significantly to the sustainment and readiness of the Peshmerga military.”

“We are doing everything we can to keep our employees safe while continuing our important mission to help the Peshmerga military eventually function in a self-supporting role,” said Harvey. “I’m proud of the team for all their hard work to keep the mission going despite working in an austere environment during the pandemic.”

DynCorp International Lead C-130 Air Tanker Instructor Captain Bryan Baker and Lead C-130 Flight Engineer Instructor Jeremy Sweitzer were recently approved to operate the U.S. Coast Guard (USCG) C-130H aircraft on bailment to CAL FIRE. Both passed an equipment check with the USCG Standardization Team which is based out of Clearwater, Florida.

As a result of the approval of the DI flight crew, other DI airtanker pilots and flight engineers will take instruction from Mr. Baker and Mr. Sweitzer in the USCG aircraft that are bailed to CAL FIRE. This will allow DI’s air tanker pilots to receive airframe specific training and, ultimately, obtain an L-382 Type Rating through the FAA.

DI’s pilots are training to be ready to operate the C-130H aircraft on wildland fires once the aircraft are completed and delivered to CAL FIRE.

USCG LCDR Kevan Hanson wrote, “Overall excellent check ride. Very impressive.”

“This is the next big step in getting CAL FIRE prepared for when the Retardant Drop Systems are installed in the aircraft and they are transferred to us,” said CAL FIRE Chief of Aviation Dennis Brown. “Congratulations to both Bryan and Jeremy.”

Well done Jeremy and Bryan!

DI Restores Offutt AFB Building After Flood

DynCorp International started the renovation process on Building 457, the Bennie Davis Maintenance Facility, in March of 2019.

“DI won the Air Force Contract Augmentation Program (AFCAP) task order for recovery support at Offutt Air Force Base (AFB) in Nebraska on March 20, after the base was impacted by heavy flooding which covered some parts of the base in at least eight feet of water,” said Martin Lehman, AFCAP IV Offutt site manager. “We had an urgent task to return the base to normal operations with a clean and safe environment.”

Between March 21 and September 30, 2019, DI completed flood clean up – mitigation and remediation – in 35 buildings on the base, plus debris clean up and road clearing. The Bennie Davis Maintenance Facility was by far the largest building at 500,000 square feet.

“We started that building around March 28, 2019, and are handing it over completely finished this morning, almost exactly 16 months from the day we walked in,” said Lehman on July 29, 2020.

The DynCorp International team at Offutt worked through September clearing the food damage from the base before beginning the build-back phase. Build back consisted of 24 individual construction projects spread across the base and DI completed 16 of these projects to date, including the Bennie Davis building. The buildings with completed renovations ranged from aircraft hangars and offices to military working dog kennels, hazardous material storage facilities, electronic repair shops and the highly specialized construction of military intelligence facilities.

“We have had excellent subcontractors supporting us on this mission,” added Lehman. “DI uses local labor and small businesses whenever possible and I’d like to thank them for their remarkable support – Cotton Commercial Services out of Katy, Texas has a management team here, but all of their labor is local. The other two subcontractors are from the Omaha area, Elkhorn West Construction and Total Construction.”

“The team at Offutt has done tremendous work getting the 55th Wing back into fighting form and it has been my privilege to stay out of their way while they do it,” said Lehman.

The DI team also had an additional flood clean-up project beyond the standard base facilities. DynCorp International was asked to build critical infrastructure for the re-establishment of MILSTAR assets which were taken offline by the flood. MILSTAR (Military Strategic and Tactical Relay) is a constellation of military communications satellites in geosynchronous orbit, which are operated by the U.S. Air Force and provide secure and jam-resistant worldwide communications to meet the requirements of the U.S. armed forces.

“By completing this project, we assisted USSTRATCOM in reestablishing the National Security Network, providing critical national defense assets,” said Lehman. “There is still some work left to do, but the program is up and running. Our subcontractors, Planate Management Group and Sapper Construction, are doing a great job.”

Today we celebrate the career of a DynCorp International team member who rose through the ranks to be the extremely successful leader of one of DI’s longest and continuous running programs. Randy Hughes, DI’s Naval Test Wing Atlantic (NTWL) program manager, retired on August 13, 2020 after 40 years of distinguished service with DI. Randy first joined the company, known then as Dynalectron, in February 1981 after service in the Marine Corps. He started as an aircraft mechanic/CH-46 aircrew member at the U.S. Navy Test Pilot School Patuxent River (Pax), Maryland and quickly earned a reputation for his exceptional technical skills and “getter done” attitude.

In 1985, Randy was selected to stand up the DI TH-57 Flight Training program at NAS Whiting Field, Florida South Field. The next year he transferred to the North Field to stand up the DI T-34 Flight Training program.

Randy continued his DI journey with a one-year assignment at Dhahran, Saudi Arabia in 1990. Returning to the U.S. in 1991, he was assigned as an aircraft mechanic on the Drug Enforcement Agency (DEA) contract located in Addison, Texas. In 1992, after the DEA contract ended, he transferred to the Fort Worth office and worked in Business Development for a year before returning to Patuxent River. Assigned to work at Rotary Wing Aircraft Test (RW Test) as an avionics lead, he progressively moved up to be a maintenance controller before becoming the director of maintenance at RW Test.

In 2000, he was assigned as the program manager for a DI major sub-contract with Bell Helicopter where DI provided maintenance support for the UH-1Y and AH-1Z Flight Test program at Pax.

All his hard work, experience and sacrifice paid off in 2005 when he was selected as the NTWL program manager. In the last 15 years, Randy led the growth of the DI footprint on this marque program from 700 employees to well over 1,000 employees today. His in-depth maintenance knowledge, coupled with leadership skill honed over the years, allowed him to build trust and confidence with the customer while building a maintenance organization second to none. The bottom line is that results are what count and under Randy’s leadership the program earned consistently high CPAR evaluation scores. His ability to get the Pax team to embody the customer’s mission as their own was the main reason DI won back-to-back recompetes in 2011 and 2016 valued at over $1B.

Charlie Grogan commented that, “As a former U.S. Marine, Randy embodies the Semper Fi spirt and company values. His career is proof that the journey from an entry level position to an important leadership position is possible. A 40-year DynCorp International career that we celebrate today!”

Randy will be staying with the company as a CAT III employee to assist with significant Navy proposals to include T-45 and NTWL. We all join together to wish Randy, his wife Jackie and family “Fair Winds and Following Seas!”

Signs of a Recruiting or Money Scam

Scammers advertise jobs that look like the real thing through job boards and other advertisements. Look for these important signs that a posting may be a scam.

  • Check the email address origin. DynCorp International recruiters, team members and personnel have an email address ending in @dyn-intl.com. Any point of contact that does not have that email address origin is not a part of the DI recruiting team. Scammers will try to make very similar email address domains, so make sure to check that it is only from a @dyn-intl.com address. If you see an email address or website ending in .net, .in, .org or one that looks like these real-life examples:
    • dyncorp@tech-center.org
    • humanaffairs@dyn-corpintl.org
    • dynacorpwelfare@consultant.com
    • career.dyncorpinternational@gmail.com

    • dyncorpintenational1@mail2afghanistan.com
    • nfo@dyn-intls.com
    • http://www.dyn-intls.com
    • These listed above are all fake! Remember, all official DI email addresses will end in @dyn-intl.com
  • Requests for placement fees to speed up the hiring process. If you are contacted by anyone offering a job with DynCorp International, you will never be asked to pay a fee for recruiting.
  • A communication requests money in exchange for guaranteed employment. Any communication requesting any amount of money in exchange for employment with DI is a scam. DI and its family of companies never charges candidates fees or payments of any kind in order to secure employment.
  • A communication requests payment as a fee for certification, training materials or other work-related expenses. DI does not require payment for any materials as part of its recruiting process.
  • Requests for tax, bank account or credit card information. DI recruiters do not require the completion of tax forms such as a W-4, bank account or credit card information as part of the recruiting process. As a precaution, we recommend you do not give out personal or financial details to anyone as a response to an unsolicited email request.
  • Offers work at home opportunities. DI does not currently offer any work at home opportunities.
  • Poor English, grammar, and spelling. Official DI recruiters will send all communications from an official DI email address, use proper American English, and will never ask you for money.

Dating Site Scams Are Also on the Rise

Scammers steal identities on social networking sites like Facebook and Instagram and pose as someone else, sometimes even DI employees. After posting pictures and stories to popular dating sites, the scammers reach out to people with accounts on that site and try to exploit them. The latest scam involves requesting assistance paying for leave. DynCorp International does not charge fees for leave requests. DynCorp International does not charge employees any processing fees of any type.

You’ve Been Scammed – What to Do Next

If you are contacted regarding a fraudulent employment proposal, please alert a local law enforcement agency or police authority.

The Federal Trade Commission also has a reporting service on their website for those who have been targeted by a recruiting scam.

On July 25, 2020, DynCorp International (DI) aircraft mechanics supporting the U.S. Army CLS-Transport program assisted with the loading of an Army C-12 onto the deck of the USS Essex, a U.S. Navy Wasp-class Landing Helicopter Dock (LHD) amphibious assault ship.

The C-12 was re-assigned from its CONUS bed-down base to support the re-activation of a single aircraft site at Kapolei (Barbers Point), Hawaii. Due to range limitations of the plane, the Army elected to transport the aircraft to Hawaii by ship. After coordinating with the Navy for transport of the aircraft, the Army requested assistance from DI to procure the required aircraft sling and provide support personnel to assist with preserving and advising the Navy with the loading and securing of the aircraft. The aircraft was flown from West Virginia to North Island Naval Air Station (NAS) in Coronado, California where it was subsequently prepared for transport and hoisted onto the deck of the USS Essex.

DI deployed aircraft mechanics from Los Alamitos, California in preparation of the movement of the aircraft. The DI team arrived at North Island NAS in California and were instrumental in every step of the process, ensuring the plane was properly prepared for transport, uploaded, and secured on the deck of the ship. DI had a team meet the aircraft in Hawaii to supervise the off-load and conduct de-preservation and return-to-service inspections.

“The efforts of the CLS-Transport mechanics resulted in the aircraft arriving safely in Hawaii without incident,” said Kirk McCauley, CLS-Transport senior program director.

On the CLS-Transport program, DI provides logistics support services worldwide for government-owned Army fixed-wing aircraft performing transport missions, including C-12, C-26, UC-35, and T-6 aircraft.

Join us in recognizing these members of DynAviation for a job well-done!

DynCorp International’s CAL FIRE program recently sponsored a Wounded Warrior and First Responder event at the Horseshoe Bar Game & Fish Preserve near Foresthill, California.

The event, an annual four-day guided fly-fishing experience for novice anglers, is designed to assist wounded veterans, law enforcement and first responders dealing with Post-Traumatic Stress Disorder (PTSD) and physical injuries as a result of their service.

“It has been an honor and a privilege to sponsor this event and attend the closing ceremony,” said Jeff Cavarra, DI’s CAL FIRE program director. “A special thanks to Tom Bartos, owner of the Horseshoe Bar Preserve who has held the event for 14 years, and all the workers and volunteers that made this an amazing event for these brave Americans that fought for and defended our country and local community.”

This year, the event was attended by six military and two law enforcement personnel who paired with a local fishing guide and were provided with the required gear, i.e. waders, boots, fly rod, and fishing front pack containing flies, forceps, line, cutters, etc. Volunteers cooked meals and handled setting up or tearing down the camps; each attendee received their own tent and cot. Night times around the campfire included discussions sharing difficult scenes and memories of service. Each veteran or first responder was presented with a hand made “Quilt of Valor” meticulously crafted by the Roseville Quilts Guild.

“It was our first year to sponsor,” continued Cavarra. “And the sponsorship with Horseshoe began randomly – I was invited on a fishing trip to the preserve and started talking to Mr. Bartos about the property. He mentioned the event and that they were looking to include first responders this year. I told him that I worked with a first responder organization and we would love to help out with the event.”

“We were humbled to be in a position to sponsor this great event,” concluded Cavarra.

Congratulations to the newest CAL FIRE air tanker pilot, Boyd Willat!

“Mr. Willat is the fifth air tanker pilot that has completed the training in 2020,” said Jeff Cavarra, CAL FIRE program director. “It is a testament to the efforts of the DI Air Tanker Instructor pilots as well as the significant fire activity that we have seen this year.”

“In what is clearly a violation of the uniform standards, Mr. Willat received the traditional retardant shower,” added Cavarra. “He received his Initial Attack Air Tanker card from CAL FIRE Chief of Aviation Dennis Brown.”

Those certified as an Initial Attack Rated Air Tanker Captain can, if needed, assess and drop on fires even if no other aerial supervision is available on the fire. DI has provided fixed-wing pilots and mechanical staff for fixed wing and rotary aircraft for the State of California’s aerial firefighting program since 2001.

Join us in congratulating Boyd Willat and the CAL FIRE team!

Earlier this year, DI responded to the thousands of people in northern California impacted by the devastating wildfires by donating to the American Red Cross. People affected by these fires have been out of their homes for months and for some, the fires have taken everything.

In a December update, the Red Cross reported that California residents have already suffered through the states most destructive wildfire season on record, and it’s not over yet. More than 4 million acres have burned – doubling the state’s annual average. To date, the Red Cross has delivered more than 900K meals and snacks, more than 382K overnight stays in emergency lodgings, more than 57K relief items distributed and individual care contacts made to the impacted region.

“DynCorp International’s partnership allows the Red Cross to stand with wildfire survivors in the weeks and months ahead and help them become more resilient against future disasters,” said the American Red Cross sr. officer for corporate partnerships. “On behalf of those we serve, thank you for standing with us.”

The Red Cross is a not-for-profit organization that depends on volunteers and the generosity of the American public to perform its mission. For more information, please visit redcross.org.

DynCorp International employees at Camp Bondsteel, Kosovo conducted a routine radio tower maintenance visit on Jan. 28 along with U.S. soldiers assigned to Regional Command-East, Kosovo Force (KFOR) 28.

Land mobile radios are more reliable than cellphones because they are secured with encryption and have better connectivity. Radio towers can send signals farther and stronger across Kosovo than cell towers. Therefore, the land mobile radios allow KFOR to operate over greater areas.

Sgt. 1st Class Rod Widows, a signal support systems specialist with the 41st Infantry Brigade Combat Team, Oregon Army National Guard, said….please visit Amentum’s blog the Forum to read the rest of the story.
